Dr. Brian Noland, associate executive director of the Tennessee Higher Education Commission, was named the head of West Virginias higher education commission this morning.
Dr. Noland, 38, who has been with the commission for eight years, crafted the two-year-old Tennessee Education lottery scholarship program. He also helped run the Tennessee Student Assistance Corp. for about a year after the financial aid organizations two top leaders resigned.
