Personnel Committee to create citizen panel for city employee hearings

A divided Blue Ribbon Personnel Committee will press forward with creating recommendations for a citizen panel to hear Chattanoogas city personnel appeals.

The committee, deadlocked at 4-4 with one abstention, disagreed on whether any changes were needed to the current policy, under which the City Council hears those cases. To break the tie, chairman Wallace Powers, an interim city councilman, voted in favor of changing the policy.

The City Council must agree to submit any proposed changes to a voter referendum, likely in August or November.

The mayor organized the committee to draft recommendations on personnel procedures.
