Motorists have about a one in five chance of being in an accident with an uninsured driver on Tennessee roads, and the Volunteer State has the nation's seventh highest percentage of uninsured drivers, according to state and national data. State law requires drivers to have proof of financial responsibility but enforcement is inconsistent. A Tennessee lawmaker, who said he has been hit three times by uninsured motorists, said he will try to pass legislation this year to beef up enforcement and penalties.
