So are you saying that lifeguards should be posted 24/7, even when the beach is closed?

Comparing abstinence only sex education to closing beaches instead of posting lifeguards seems more like an attack on Illinois beach monitoring/closure practices than on abstinence. But but then again maybe I just see it that way because I live in Chicago.
