The Erlanger hospital security officer who allegedly used a Taser to stun a patient who later died was fired from the Chattanooga Police Department in 2005 after he stunned a suspect in handcuffs.
The Tennessee Bureau of Investigation is investigating the role of Erlanger hospital Officer Shane Webb in connection with the death of Edward Buckner, 54, TBI spokeswoman Kristin Helm confirmed today.
On Monday, the Hamilton County District Attorney’s Office asked that the TBI look into Friday’s incident, Ms. Helm said.
Officer Webb was terminated from the Chattanooga Police Department on Feb. 11, 2005, for undue force and treating a prisoner improperly in the parking lot of Kanku’s on 20th Street after a high-speed chase, according to a Chattanooga police internal affairs investigation.
Officer Webb could not immediately be reached for comment.
Mr. Buckner, a patient at Moccasin Bend Mental Health Institute, had been treated at Erlanger for dehydration. Upon release he fought with hospital police, who used the Taser before he was taken back to Moccasin Bend and found to be unresponsive. He was returned to Erlanger and pronounced dead.
The Hamilton County Medical Examiner’s Office has not released the autopsy pending toxicology and blood test results.

Mentally Handicapped people can ignore normal restrictions the brain puts in place on physical limits and they can inflict alot of pain on them and others.
Maybe in the process of the Mr. Buckner ATTACKING people Officer Webb got frightened, and responded in kind
Or maybe he used too much force.

Using a taser just shows how lazy people can get to avoid a wrestling event. The way we are going, my 87 year old grandmother qualifies for that job.
i would like to take this opportunity to thank officer webb for his service in keeping myself and others in a safe environment. i know it is not ever easy to take responsibility for others' wellbeing through split second decisions. i wish that those big mouth never been there never done thats would spend just a day with the responsibility resting on your shoulders. thanx again.
