Former Hamilton County General Sessions Court Judge Mike Carter, who helped design the court’s random case assignment system, testified Thursday that one juge could not get a majority of TWRA cases unless someone manipulated it. "I had complete faith in the (random) system. Obviously more than I should have," Mr. Carter said.
