Woman blames police attitude for overlooked shell casing in Fennell shooting

Sharda Stoudemire’s 4-year-old daughter can’t understand why her father isn’t waiting for her at home.

“She said, ‘Mama, where’s my daddy?’” Stoudemire said Tuesday. “I explained to her daddy’s dead. He won’t be home anymore.”

Since the two were freshmen in high school, Stoudemire had been with Melvin “Brando” Fennell. The couple, both 25, had five children ages 2 to 7.

Now all five are without a father.

On Saturday night, Fennell was shot multiple times in the chest on the front porch of his Arlington Avenue home while his children were inside.

So far there are no suspects in Fennell’s death, something Stoudemire chalks up to a police force that she said doesn’t care about the people in East Chattanooga. She said she found a shell casing on the property after police had finished searching.

“For me to still find a shell, they just didn’t care,” she said.

Chattanooga Police Department Sgt. Jerri Weary said officers were handling the investigation just as they would any other homicide.

“Our officers were out there looking from when the shooting happened at 10:21 p.m. well into the next morning,” she said. “Without any witnesses to tell us how many shots were fired, how do we know the number of bullets? How do we know the number of fragments we’re looking for? When you’re looking in the dark, it’s hard to recover [shell casings].”

Though Stoudemire was shocked anyone would want to hurt a man loved by neighborhood kids because he played sports with them, she said the fact that his family was at home at the time of the shooting showed Fennell likely had no idea danger was imminent.

Fennell put his family above everything else, Stoudemire said, and never would let them hang around if he thought there was a chance of trouble.

“He’d have taken us to his mom’s house,” she said. “That’s what we’d done the other times there were shootings.”

Fennell’s death marks the 15th homicide this year in Chattanooga, several of which occurred within a few blocks of the family’s home.

After Saturday, Stoudemire decided to move the family away from the area and was looking for living space Tuesday in East Ridge.

Fennell had been doing his best to keep his children out of trouble, making sure the five were involved in sports and other school activities, Stoudemire said, but he wasn’t without his own run-ins with the law. Fennell’s adult criminal record shows more than 20 charges since 2005, including assault, vandalism and disorderly conduct.

At the time of his death, he was completing three months’ probation for drug possession, records show.

Strongthe zoo has more problems than anyone understands the animals are treated bad i know i see it ever day they let sick animals just lay in pain till they cant be saved.when they know the usda is coming they do a deep cleaning other than that the food is allways out of date.if we tell what we know then we are fired so its not fare when you cant help theme the zoo needs new management not a husband and wife thats just there for a paycheck and dont treat the emplyees no better than the animals.

Its time for new law enforcement. They do not care she is right! You can look at Sgt. Weary's face and tell she has not one iota of sympathy for the victims she talks about. BUT maybe just maybe she will when the crime rate (which is higher than most cities) gets so high people stop moving in Chattanooga and start moving to other safer cities then maybe she will care.

He has a rap sheet a mile long and probably pissed somebody off in the process. How do 7 people live in one of those tiny apartments in that fourplex to begin with. They are total trash, then blame the police??

I feel sorry for the children, but that's all. If the drugs don't kill you, then the dealers probably will! The ones that shot him will probably be he ones we are reading about being shot in tomorrow's paper!!! A thug's life is the quickest way to being buried 6ft under!!!

A lot of harsh things have been said on here but the sad part is is that it's all true...the black community seldom/never helps the police with eye witness accounts or relevent information. They claim they will be labled "snitches" and targets for retribution.

Well, OK, don't tell or help police with their investigation but don't cry racism when death comes to your door.

The police can't help you if you won't help yourself.

I'm with EastRidge8 on this one. I hope she doesn't move here either. I know this sounds racist (not meant to be), but about 10 years ago, my neighborhood was like "Mayberry". Not so much as it being an all white neighborhood, because it wasn't, but because everyone got along and were generally good people. Now there are a lot of section 8's springing up and the neighborhood is going to hell in a handbasket! Not necessarily blacks, but illegal latinos and white trash too. Ever since they closed the housing downtown it's steadily declined because they've "trickled" to ER. There was a time, not long ago, you couldn't buy a house in ER because there were none for sale. Everyone liked it and seemed to be happy here. Now homes are for sale on nearly every street because people are moving to better parts of town. What a shame!

And you don't think there might be a reason the black community doesn't help the police? Could it have something to do with decades of abuse at the hands of police in the black community? Could it have something to do with if the people do talk to the police the police not so accidently let it slip from who and where the information came, creating an even deadlier and volatile situation? There are things you and others don't know that have been allowed to take place in the black community at the hands of police. Some very very not nice things that have led to the overwhelming mistrust and wariness of police operating in their communities. There's a reason for everything. Nothing is by chance.

What little trust that had formed between police and citizens in black and brown communities soon deteriorated during the crack cocaine arresting craze and the so called war on drugs in the 1980s well through the 1990s. Where police were allowed to go in like SS Stormtroopers with little to no oversight or accountability. Historically, policing has never been a friend and ally of the brown and black communities. Remember, all too often it was the local sheriff who formed and was in charge of the posse and lynch mobs that hunted blacks down to be brutally tortured and murdered. Once such a violently foundation is created it is almost impossible to convince "we're different now. Y'all should trust us." That would be like expecting the molested child or rape victim to trust the molester or rapist, especially when those type policing policies remain in effect throughout many parts of America to this day.

The look on her face leads me to believe that she is having a REALLY hard time connecting the dots and equating cause with effect in regards to this situation.

I also can't help but feel bad for her kids. They didn't ask to be brought into this world as ferrel creatures with little hope of finding a satisfying future beyond the squalor of the dirt spot they were dropped upon.

The bigger picture is this, when people cant help themselves it's up to the community to help them. It's a shame race has been thrown into the mix when it comes to an issue such as this. "Let the thugs kill themselves"...what kind of person would even say such a thing, because guess what..when the thugs are done killing themselves the problem still would remain's a continuous cycle and the cycle is what should be stopped. And in order to do that, it starts with us...people that arent in these horrible situations that can speak up and out for those who dont have the same voices as we do and provide them with the power to make better CHOICES. Knowledge is and always will be before you can go and judge people on their circumstances, it's highly recommended that you educate yourself before beginning to open your mouth and start by trying to walk a mile in someone elses shoes for once. And not to mention the slap on the hand that most of the criminals are getting now a days...we need to take a look at our judicial system as well. So before you begin to point the finger at someone else, ask yourself are you stepping up to the plate to help the situation and since you pay your TAXES is your hard earned money being used properly to prevent the cycle from continuing?

The point of the story isn't lost on me at all. A 25-year old man was shot multiple times in cold blood at night on his front porch while his family was inside their home. His significant other feels that the police performed a hasty/shoddy crime scene investigation based upon her/their physical location of East Chattanooga. That's the primary basis for the story.

However, you and quite a few other posters here have tried to turn the primary basis of the story into a social tirade with racial overtones based upon the victim's ethnicity, his past criminal record, and the fact that victim had 5 young kids that by this woman that he left behind. Regardless of the victim's past, nobody deserves to die in such a brutal fashion.

Is that spirited enough for you, Sparky?

Everybody in Chattanooga knows East Chattanooga is one of the worst - if not Thee worst - neighborhoods for shootings and criminal activity. I'm sorry, but, if you're going to live there and raise your kids there, it seems odd the police would be blamed when trouble comes your way. I'm so sick too death of blacks creating a thuggish, criminal environment for themselves, then blaming white people and cops. As long as that attitude prevails, it'll all just stay the same in inner cities. One generation will pass it down to the next that whites and cops are to blame for all their problems, when of course, they absolutely are not.

What's puzzling is that E. Chattanooga has a higher precentage of police visibility than most any other part of the city {beside E. Lake}. Yet, the shootings and killings continue to rise. Maybe the solution isn't necessarily more police?

As an African American I am appalled at what I see here. The racial overtone of the comments do not bother me, I am above all that. I went to school and got an education despite a poor attitude from my friends and family. I got a job and earned money, because I wanted more out of life than a prison cell. I experienced racism first hand and instead of complaining about it I chose to show that I did not fit the stereotype. I put myself through college and THEN got married and had kids. I took control of my life because of what I wanted for myself and my family and would not settle for what everyone else wanted my life for. I live in a mixed neighborhood-and we all get along. When my neighbors need help, I am there for them; and them for me. I do not fear or loath the Police, I respect them for their bravery and perseverance. I find it sad that my 'people' choose to rely on everyone to do things for them instead of for themselves. Equality is not something to be won, it has to be earned. Life is unfair for everyone but your attitude can somewhat level the playing field.

Many thanks for that update. Unfortuantely, it's not part of the story contained above. Where did you find that? Is it in another section of the TFP? And I don't see anything in your update which states that the suspect is black drug dealer as fedup350 so plainly stated in his/her rude reply to Haiku. I wonder where he/she is getting his/her inside information from?

Here's what the original story (above) contains:

This incident occurred on Saturday night, July 3. The initial TFP report was Tuesday, July 5. Not all information is repeated in the subsequent report. For instance, the following was initially reported:

"On Fennell’s driveway, someone had written in blue spray paint: “RIP Brando,” and on the street: “The hood love ya.”"

I think it's common not to totally recap the entire story.

I'm no expert on law enforcement (though ignorance doesn't bar me from having strong opinions), but, in my opinion, the police may deny the existence of witnesses to protect them or, simply to cut the interview short.

Some of us (me included) have then concluded there are no innocent parties in this affair.

Joe Friday on the old Dragnet TV show and state "Nothing but the facts"; which, as of right now, we don't know them all based upon what the TFP has either reported and/or what the CPD has chosen to release.

I cant believe half the comments im reading!! Who are you to judge their sitution?? Different strokes for different folks so what she has 5 kids @ 25. At least she has all five of them, there father was in there lives he was @ home with them and not out in the streets. Its rare that fathers are still in there kids life especially "YOUNG PARENTS". An if you she does get assistance from the state everybody needs help @ one point and time. You have to start somewhere!! Everybody isnt born into riches and they cant just jump head forward into it either everybody isnt that lucky!! How do ya'll know she's not a college student or working a job or two?? Thats right you dont! Or did ya'll interview her personally about her sitution?? Dont judge her bc she has 5 kids , don't judge her by her house, nor by HER KIDS FATHER bc you cant judge a book by its cover!! So wat he had a record there are people with high power jobs tht has been to jail a time or two and still going to jail! I hate tht her kids lost there father I really do and I hate that she lost her partner but the negative stuff yall sayin is REAL IRRELEVANT!!!
