Hamilton schools lift test scores

Hamilton County Schools students, parents, teachers and administrators have some good news to celebrate today: Standardized test scores improved in all subject areas last year in grades three through eight, data show.

“It’s great news,” Board of Education Chairman Mike Evatt said Friday about student learning gains for the district as a whole.

In Hamilton County, the percentage of students scoring proficient/advanced climbed 6.9 percent in math compared to last year; 3.9 percent in reading; 4 percent in science; and 1.5 percent in social studies.

State Department of Education officials released results of the Tennessee Comprehensive Assessment Program, which shows the percentage of students who scored at the below basic, basic, proficient and advanced levels in grades three through eight. High school end-of-course results and Adequate Yearly Progress determinations are not finalized and likely will be made public in the coming weeks, state officials said.

“We must measure our progress by how much our students accomplish, and both educators and the public need timely access to comprehensive student achievement data to accurately measure our progress,” Education Commissioner Kevin Huffman said about the test results.

Evatt said the rise in overall student performance shows teachers still are successful in the classroom even as the school district trims expenses.

Across the state, Tennessee students scored higher in all subject areas and grade levels in grades three through eight on this year’s TCAP tests compared to 2010.

Student math scores statewide grew by 7 percent and reading scores grew by 3.7 percent. The latest results show science scores improved 3.5 percent and social studies scores went up 1.4 percent.

Republican Gov. Bill Haslam, who this year signed education reform legislation that left many educators unhappy, credited much of the 2011 improvement to teachers.

“Tennessee educators deserve immense credit for their hard work this year in helping our students achieve marked improvements and success,” he said in a news release. “I’m very encouraged by these latest results, and we’re all committed to continuing to work together to improve the classroom experience for every student across the state.”

Students take the TCAP tests every spring. Test results are used to quantify how schools and districts fare against federal benchmarks and to help school administrators and teachers improve classroom teaching.

Wow...Tennessee teachers must not be as "bad" as the Republican legislators have made them out to be. The attack on teachers has been shameful to the public and those of us who have our children in PUBLIC schools.

Our local school board continues to look fraudlent and shameful with the information continuously being released. I guess Dr. Scales rec'd his 300,000 bonus for all the work he wasn't doing in Hamilton Co. Schools. Our local school board continues to look more and more "shady" as each day goes by...

yeah....i guess everything's alright now....i'm sure those test scores haven't been doctored or manipulated. the scandal in atlanta is more the norm than the exception. how do i know this? look at all the vacant, dull, and illiterate walking around who hold a public school diploma.

theres' so much money and power involved in public education that to believe cheating, test score manipulation and fraud isn't involved is being naive, to say the least.

Selah, These scores might be up but they are'nt back to where they were before Scales took over. We might have made up a little lost ground but basically it is statistically insignificant.

Also, no one thinks the majority of the teachers are bad. Some of us just think that with all the perks in working for the government which are protected by law it is counterproductive to be unionized. Unions are uneeded and we can't keep giving government workers higher wages and benifits than the private sector. Government work is job security and for that you have to give up something.

By the way, TCAP scores and testing have been questioned by federal government agencies as being flawed and too easy. These scores mean nothing.

Derf32...I agree to a certain extent with you but when will our elected officials and local school board realize that education is important? When will they allow a person with an education and skills come in a do the job instead of harassing them to get their friends jobs? One thing to consider is that the USA is one of, if not the only country that EDUCATES EVERY CHILD. Other countries filter out low-performing children and ONLY educate the top. If our educational system is so bad, then WHY do individuals from other countries come to our universities?

Yes, there is more work to be done but when education continues to be about ADults and not KIDS we will continue to fail.

One solution Mr. Smith should try for our schools...TAKE the administrators and staff from all of the so called high performing schools and place them at the low ones. LET's see how great they TRULY will be. I wonder if their test scores have been inflated?

Wildman Why does only Dr. Scales get the credit? These scores are 1 out of 5 years. The other 4 they were slipping. Since this was a recent occurence, the only thing that has changed is that the school board make-up changed. Two of the old Guard replaced two years ago and 3 more last August. Rhonda put a fire under their asses of the lackadaisical management at the school system. We shouldn't be asking why the scores came up now but why they didn't four out of five of the Scales years?

I guess my teacher father with three degrees, my engineer brother, my kids, one with and MBA and my daughter who is a last year vet student at UT might be simple minded also. I have an advance degree in chemistry and own my own business. We are the epitome of a family that values education. My grandfathers and grandmothers had an eighth grad education. We have come a long way and there is no reason other poor people now can't do the same.

I am telling you this to show you that there are a lot of smart people out here that just don't agree with your side. There are also a lot of smart people that don't agree with us. Selah disagrees but is not disagreeable. Calling someone an idiot is not an argument. If you can't address my points, don't bother to make a fool of yourself. That is like Mickey Mantle versus a little league pitcher.

True change happens over time. The problem with the scandel in Georgia is that the change was GREAT in a short period of time... and GUESS what THEY were caught. If you ever see great gains in a short period of time, you need to question it. It will either be GOD took care of it or a LIE that will be revealed in the light.

We live in a FREE country and we have the RIGHT to be apart of a UNION and fight for our rights. If individuals can be members of the KKK then I can be a member of a UNION. The unions were traditionally organized to help FIGHT against money hungry businessmen who wanted to keep all the profits for themselves until they realized the STRIKING workers had alot to do with their bottomlines. Unions are not just for teachers but for every hardworking individual who deserves a living wage, good healthcare benefits, and good working conditions.

I know that the top would prefer to keep all the riches for themselves but they can't b/c they need the average worker to accomplish the job. not lose your God given right to fight for JUSTICE...ROCK the vote in 2012!!! Let's not sit on our right to VOTE any longer. The new regime would love to make "slaves" out of all of us, white or black by silencing the UNIONS so they can have full control. WATCH OUT...WE ARE HEADING TOWARD COMMUNIST RULE. VOTE!!! Let's take a closer look at what has just happen. VOTING matters BIG TIME, it equals almost full CONTROL...when and only when WE THE PEOPLE sit SILENT...

Some states WANT to be progressive and see their children granted opportunities to be successful and receive an opportunity to ATLEAST apply (and be interviewed)for a job. Selah, there is no such thing as a progressive. That is just another word for liberal. If your liberal be loud and proud about it. Just say that you want to raise taxes on whomever you decide is "rich." Get government in every part of our lives and be done with it.
I have a small business and am not rich. I have 15 employees that I give health care and pay well. None of them left to take those low-paying VW jobs. When I make money, I don't buy a yacht or go on an expensive vacation. I buy a pump, or piece of equipment which makes it necessary to hire more people. Recently I have hired 5 more people that I pay over $14 per hour.

If you tax me there is no reason or money for expansion and I will just stand pat where I am. This is the way of small business. We get and want nothing from the government. These are the vast number of over $250,000/yr. "paper" millionaires. We are over 70% of the jobs. VW's jobs come no where near to the total of small business.

It you tax the people under $1 million per year, you will lose thousands of jobs. That is the way it works because that is me.

Now, entrepreneurs are the drivers of job creation. Discouraging them with this socialist talk makes them want to go off-shore where the taxes are lower.

When the incentive goes out, there is no reason to risk your money. If you want jobs you have to make sure we can make enough money that our risk is covered.

Chattanooga has been short changing and sabotaging its youths' educational experience since the 1960s in anger and protest against school intergration. Today's failings of all students, both black and white, are just the end results and outcome of that 1960s racial hatred. That's why that old saying, "when digging holes, dig two" has so much merit. It's sad how people will shoot themselves and their future in the foot just to get at or deny somone else or another group.

Dr. Scales isn't to blame. Neither was Dr. Resgiter. Things started to angrily go even further south when Chattanooga decided to bust up that ole' boy network and look for someone on a national scale instead of local. Someone who didn't bring a lot of personal baggage, bitterness and biases to the table. Now, that good ole' boy network maybe making a return.

Board members should be required to observe in a classroom unannounced every month. They need a real world view of the classroom and not one selected by a superintendent or principal. They need to see the real classroom in other districts too. Suburban representatives should observe in inner city schools and inner city representatives should observe in suburban schools. They need to see how their decisions play out in the classroom.

The scores went up in every county in Tennessee. So if we're going to salute Dr. Scales for his "genius" let's hire the superintendent from Bledsoe County. The scores are up double-digit there.

These are strong gains in achievement, but we shouldn't break out the champagne just yet. People should remember that these year-over-year increases are not the same as value-added gains (those come out in the fall), so we can't say for sure whether this is driven by teaching/learning gains or some other factor. This also likely reflects teachers getting familiar with the new tests and prepping better; that's ok, it's normal, but it shouldn't be confused with increased learning, and it's not something you'll see year after year.
