Teen charged in rape, beating of girlfriend

A 19-year-old man is accused of raping his girlfriend and paying another woman $35 to beat her up, according a Chattanooga Police Department arrest report.

Joshua Aurthor Mincy, of Hixson, is charged with two counts of aggravated rape, as well as other charges including aggravated kidnapping, assault on police, vandalism and disorderly conduct.

He remains at Hamilton County Jail without bond. His next court appearance is slated for March 14.

The victim is not being named in accordance with Chattanooga Times Free Press policy.

According to the report, Mincy took his girlfriend to a residence in the 4700 block of Metro Park Lane. Once there, he argued with her for most of the night, the report said.

The next day, he told her to go into a child’s bedroom, where he confronted her because he believed she was sleeping with other men. He struck her, then raped her, according to the report.

A few minutes later, he called another woman to come over and he paid her $35 to beat up his girlfriend, the report said. The other woman is not named in the report.

He then took his girlfriend back upstairs to a bedroom where he reportedly raped her, then bound and gagged her with a sock by strapping a belt around her head.

Mincy’s mother came over to the residence, and they began to argue, the report said. About the same time, the bound woman was able to free herself and ran out the front door. She and Mincy’s mother fled down the street with him chasing them, according to the report.

He returned to the residence, where he smashed out the windows of a van parked there, police said.

Police said they had to use a stun gun on Mincy to take him into custody. Once he was placed in the back of a patrol car, he kicked the door frame of the vehicle, causing it to bend, according to the report.

Mincy’s girlfriend, who dated him for about five months prior to the incident, was taken to Erlanger hospital.

Mincy was previously arrested on Feb. 8 for aggravated assault, drug possession and contraband in a penal institution.

No doubt this won't be the last time we see this man's mug shot. A little time in jail (a place he obviously is not affraid to visit) and he will be free once again to harm others. Criminals have no fear of punishment. I hope the victim of this abuse recieves the love and support she needs to recover.

TAM1967 are you serious you just said that? You dont know my brother at all. This story is a LIE. You just made a judgement on a man that you dont know nor have you ever spent anytime with him because he has tattoos on his face. You dont know what he is afraid of or what he has been through in his life that brought him to where he is now. Its because of people like you that people like him have a hard time in life. Victim? When the truth comes out you will see who the real victim was here. Josh doesnt just go around harming others. Get all your facts before you go placing judgement on others.

Miss Nancy, many people have risen above adversity to become contributing members of society. It is all about choices, choose to do the next right thing and you will be rewarded. I respect you for defending your brother and I hope these charges aren't true, but getting knocked around and crapped on in life is not a defense for antisocial behavior. What is your brother's defense for beating, strangling and robbing the guy with Cerebral Palsy? How does he explain smuggling contraband into the jail? He isn't very tough when he beats up a crippled man, in fact, it is rather cowardly as is the assault and rape of a woman if,indeed, these latest charges are true. If your brother is totally innocent of all the crimes he has been accused of lately then, yes, people are wrong for judging him and the whole world has conspired to mess up his life.

Once again we are missing FACTS. Josh was never convicted of assualting a crippled man. The paper printed a short article once making it look as bad as possible and never followed up on the story. The strangling and beating never happened. The court documents are public record feel free to read them so you can better understand what you read. I can just imagine the image you must have of this man with Cerebral Palsy....well you wouldnt know this by meeting him...and incase anyone is wondering it was an XBOX that he "robbed" from the man. Now as far as the smuggling contraband into the jail....it was on him when he was arrested they didnt find it when they searched him the first time and he said to tell you "because of the circumstances of the whole arrest I forgot it was on me and it was WEED MAN" once you go behind those walls you recieve a new charge if they find it on you when they search you again. He really wasnt trying to take anything in with him. He would gladly answer any other questions you may have. I hope that this time they follow up on their story. So that more assumptions like yours are not made. Wrong is wrong and if he really did this then i would want nothing more but for him to pay for his crimes but as of right now he is innocent until proven guilty. I wish I could speak more on this with you but until his court hearing I can not.

From what I have heard from NUMEROUS people, he has ROBBED quite a few people, especially people around where he lives. It's people like you Nancy, who defend their scum relatives without even knowing the truth themselves or just ignoring it, that keep people from bettering their lives. Someone needs to get the boy some help if he has nothing better to do then to rob people and is now going as low as raping his girlfriend and paying people to beat her up. I sense some mental issues that family must just be ignoring. It says his own mother fled the scene. When is enough enough?

Nancy, I am truely sorry that you have this sitiation unfolding in your family. You obviously care for your brother. But I have seen a similar disfunctional story played out in my own family, and it ended in tragedy. Only later did we learn of the criminal past of the individual. Why this person was ever granted freedom I will never understand. I see similarities in this story, in particular brutality and an endless habit of finding trouble with the law. This man is a danger, and just 19. For the well being of those who may encounter him in the future, I hope that he can be a changed man. But I have no sympathy for those who harm as he has done.

Also Ms.Beth I'm not sure where you got your info from but I was there and it did not happen anything like you wrote. Either way it did not happen and I think you should print something letting simple minded people like this Megan A person know that Josh was fasley accused and you cannot continue to judge someone for previous mistakes. Yes Josh made a mistake when he was seventeen. He paid for his mistake and now he is the first to blame when something happens. You guys printed this story like he was really this evil rapist that harms women. These articles are going to follow him for the rest of his life. JOSHUA A MINCY IS NOT A RAPIST OR A WOMAN BEATER............. 2 counts aggravated rape DISMISSED....aggravated kidnapping DISMISSED.....vandalism(breaking out the van windows) DISMISSED....aggravated assualt domestic DISMISSED.... www.hamiltontn.gov

Mincy Family...understand this. If this 19 year old KID is innocent all the time, why is he constantly being charged for criminal behavior? Why is he always at the wrong place at the wrong time? Charges can get dismissed for many reasons and it does not necessarily mean that the charged is innocent. If this person has had a hard life, it is his responsibility to overcome and be a productive member of society, which he obviously has no interest in doing based on his behavior. It's true, I dont know Josh, and to be honest I really dont care to. You can defend those you love all you want, but the guilt also lay with you who defend the accused (over and over and over again). Wake up sis and sell crazy somewhere else, we are all full up here!!
