JACKSON, Tenn. -A state occupation health official says a fire at a military flares manufacturing plant in West Tennessee that severely burned three workers most likely was caused by static electricity.

Jeff Hentschel, a spokesman for the Tennessee Division of Occupational Safety and Health, said the investigative report on the cause of the Sept. 14 fire at Kilgore Flares in Toone, Tenn., is not expected to be released until Friday or Monday.

The state has cited Kilgore Flares with 14 violations and has proposed fines of $348,000.
