Another 3,000 customers had power restored today, leaving about 16,000 homes and businesses without power, EPB said about 5 p.m.
"Because of the massive damage needing to be repaired, we anticipate that it will be Thursday before all customers in the service area have power," said EPB spokeswoman Lacie Newton.
