Among more than 500 CEOs surveyed for Chief Executive's seventh annual report on the states, respondents said the best states for business are:

  1. Texas, also was ranked No. 1 in the 2010 survey

  2. North Carolina, also ranked No. 2 in the 2010 survey

  3. Florida, rising from No. 6 in the 2010 survey

  4. Tennessee, ranked No. 3 in the 2010 survey

  5. Georgia, ranked No. 7 in the 2010 survey
