A McMinn County, Tenn., man was arrested Tuesday night on charges of conspiracy to commit murder after police heard he was planning to kill another man.

Donald Banks, who bailed out of jail Wednesday morning, had been in a dispute with alleged target Justin Martin, according to Tennessee Bureau of Investigation spokeswoman Kristin Helm.

Martin, who answered the phone this afternoon at a Jiffy Mart on South Highway 11, said he couldn't comment on the case.

McMinn County Sheriff's Office representatives were not available for comment.
