DAYTON, Tenn. - A Rhea County school board member was being held without bond in the Rhea County Jail on Wednesday following his arrest Monday on DUI, drug and weapons charges.
It was Patrick Fisher's second recent arrest on similar charges, records show.
The arrest report from Monday states that Deputy Davin Payne found Fisher outside the county education building at 3:51 p.m. He appeared intoxicated, the report stated.
After a brief confrontation with the officer, Fisher got in his vehicle and drove away on U.S. Highway 27 and traveled nearly a mile before Payne pulled him over near Bradley Street in Evensville.
Payne walked up to the vehicle and noticed the handle of a weapon sticking out from underneath the seat. The report said Payne found a 9 mm automatic Smith and Wesson and a .38-caliber Smith and Wesson revolver.
Fisher appeared lethargic and his speech was slurred, according to the report. When asked to perform an sobriety test, he told Payne he had a bad back and that he'd taken Oxycontin and Xanax earlier in the day.
Asked for comment through a jail worker, Fisher declined to speak.
His charges include driving under the influence, violation of implied consent, possession of Schedule II and Schedule IV drugs and possession of weapon while under influence of a controlled substance, according to the arrest report.
On Aug. 18, Spring City, Tenn., police charged Fisher with public intoxication, possession of controlled substances and possession of a handgun while under the influence, according to Rhea County Sheriff's Office records.
Jerry Levengood, director of schools, said that as an employee of the school board, he couldn't comment about Fisher's arrest.
Fisher's arraignment is scheduled for Jan. 25, 2013.
