Obama's flip that flopped

In 1996, after bipartisan work, the Republican-controlled congress passed, and Democrat Bill Clinton signed, reforms to welfare that honored the belief that able-bodied adults should be required to work as part of receiving taxpayer funded, government assistance.

That reform legislation accomplished three things, according to a 2003 study by the Heritage Foundation: reducing "welfare dependence and increase employment," reducing "child poverty" and reducing "illegitimacy and strengthening marriage."

A central component to welfare reform was replacing the Aid to Families with Dependent Children program, which gave cash handouts to families with little oversight or incentive to get off the program, with Temporary Assistance for Needy Families (TANF), which gave money to states in the form of a block grant. States could control payments and eligibility requirements, and install incentives for recipients to successfully get back on their feet -- including work requirements.

President Barack Obama, in a shocking move that attacked the spirit of TANF, issued a directive through the Department of Health and Human Services that "the traditional TANF work requirements can be waived or overridden" by regulatory maneuvering under Social Security laws.

Facing questions about the federal government's ability to issue waivers to bypass TANF work requirements back in 2001, the non-partisan Congressional Research Service published a clarification stating that there is no authority to override federal law through an agency's action that could negate "mandatory work requirements."

So fortunately, it turns out that Obama's waiver scheme is likely unallowable since some goofy agency directive can't throw out the work requirements.

Still, it reveals a desperate candidate, not a leader.

Keep in mind that these work requirements apply only to the "able-bodied" -- or, in other words, people who shouldn't be sitting around and leeching off of hard-working taxpayers. So they're pretty hard for a reasonable person to oppose.

Yet, an arrogant, unrestrained individual with a singular aim to remain in power has shown his irresponsible desire to entice those looking to be cared for by the government during an election year.

Doubt this? In 2008, while running against Sen. John McCain for the presidency, Barack Obama proclaimed at the Saddleback Debate to Pastor Rick Warren, "I always believed that welfare had to be changed. I was much more concerned ten years ago when President Clinton initially signed the bill that this could have disastrous worked better than I think a lot of people anticipated. And one of the things that I am absolutely convinced of is that we have to have work as a centerpiece of any social policy. Not only because, ultimately people who work are going to get more income. But the intrinsic dignity of work...we were made for work..."

Wow, I'm just amazed you recall the welfare reform act in the nineties. You know how many people here hadn't heard of it and keep asking for reforms already enacted in it?

I'd discuss your other comments, but you have the facts wrong anyway, so what would be the point?

Under the control of jews America has become very communistic. Welfare, affirmative action, political correctness, cultural marxism, were all part of communism.

Today blacks have EBT cards and can buy anything with them, not just food. In Knoxville recently a black guy with several baby mamas, had 32 kids. His photo appeared with the article reporting that he appeared at government offices to try to get the government to take care of his kids and relive him of monthly payments to care for them.

The hostile elites who have taken over our government are trying to bankrupt us. Illegals have already bankrupted California which used to be one of the biggest economies in the world yet the government is making illegals legal.

There is only one conclusion to come to when you fight bankrupting wars for israel and throw open your borders to welfare dependents and leeches.

Because he has a core of conviction? You really need to seek professional help and leave the editorial writing to someone with a grasp on reality.

I remember when Bill Clinton signed TANF into law and all the liberals were praising him for doing this. Now Hussein Obama has canceled this and all the liberals are praising him. This is just another example of liberal hypocrisy. It is amazing how liberals are to afraid to hold Hussein Obama accountable for his ridiculous failures. It is really amazing.

Our economy was shifting toward high tech jobs of the future during the tech bubble so it was of no concern when we started getting our clothes from Mexico. Businesses, without having to worry about tarrifs, moved the manufacturing of everything they could out of this country to where they could pay wages not up to our living standerd. Each time a job left a person became unemployed. No longer paying taxes but consuming government funds to survive. Each time this happened one less person was eating out, going to the movies or on vacations. I like to think of this as trickle up economics. As in the unemployment rate. Don't need as many waiters if noone can afford to eat out. This is a positive feedback mechanisim as in it feeds on itsself. So after we were sold out the very same polititions enacted welfare reform to insure able bodied people were excluded from long term benifits. Theses are the same people who had a living wage job before NAFTA. I guess it was a coincidence welfare reform came about just after NAFTA. I know that doesn't fit into everyone's worldview but people generally want to earn a living and have nice things. Fast forward to 2012 and we are supposed to be upset at Ralph Lauren? All this while we send the same polititions back again and again to try to solve the problems they have made in the first place? Just keep cheering for your team while demonizing the unemployed It is easier than thinking for yourself.

If they would put a time limit on welfare similar to that of unemployment compensation, the long term able'd bodied people would have more incentive to look for and get work. They may not like the work, but hey, that's why that call it work. They may even be less likely to have more children with several baby daddies. Just the same, they will probably still be convinced that someone else is responsible for their problems and economic condition.

I paid a guy walking down the street 5$ to pick up the litter on my side street a couple weeks ago. I got tired of looking at the fast food wrappers and pizza boxes that people actually throw out of their vehicles. Lots of beer bottles as well. The house next to mine has been foreclosed and the yard is in disarrey. I went out of town and it has been raining ever since I returned last week so my yard is in disarry. I got my notice of code violation in the mail, got 10 days to comply. That got me thinking. I walk all around my neighborhood and see litter and brush. There are a lot of foreclosed properties that need attention. My point is there are many things that ablebodied people could be doing to earn that welfare check. We should have a program using carta to pick up folks from various locations around the city(free bus fare to get them to the designated places) and do some general upkeep of our neighborhoods. Pick up the litter, clear the downed brush and give some attention to the overgrown yards that are sitting vacant. If you consider picking up litter and yard work as undignified add in some work around the recycle center or food bank. Maybe even the homeless shelter or a few of our parks / trails could use some upkeep. There are a lot of needs in our community that nondisabled welfare recipients could be providing.

happywithnewbulbs, so what's your solution? Or do you think able bodied people being on welfare for many generations and having multiple babies (that they obviously cannot afford) being supported by the people that are working hard, paying taxes, and doing the best they can to better themselves is not a problem? Anyone can make something a partisan issue, however, I would think both Republicans and Democrats resent supporting people who CHOOSE not to work.
