Warren Mackey represents District 4, which includes Avondale, Bushtown and East Chattanooga. Mackey was appointed by commissioners in March 2006 to fill the seat of former commissioner William Cotton. He was elected in 2006 and 2010. Mackey is a history professor at Chattanooga State Community College. He has a bachelor of arts in history and master’s degree in history from Tennessee State University. He also holds a doctorate from Middle Tennessee State University. Mackey graduated from Riverside High School.
