AP calls Joanne Favors winner of 28th district

State Rep. Joanne Favors brought in more votes in early reporting than Republican rival Johnny Horne in Tennessee's 28th District tonight. Favors led the race this evening 84 percent to 16 percent, with 17,340 votes to just 3,313 for Horne.
