With part of the counties reporting, an amendment that would allow the formation of local charter schools in the state of Georgia is winning with 56 percent of the vote. The amendment will allow the state to re-establish a commission that could grant charters to schools. Opponents of the amendment say it would strip money from already established public schools, and reduce local control of education. Georgia previously created a charter school commission in 2008, but it was ruled unconstitutional by the state supreme court.
