The Tennessee Bureau of Investigation's probe into a Kingsport, Tenn., police officer's conduct has led to a two-count indictment against him by the Sullivan County grand jury, a news release states.

Bryan Carter, 35, of University Boulevard, of Kingsport, was charged with one count of criminal simulation and one count of forgery and booked into the Sullivan County Jail today.

The TBI was asked by the district attorney general's office to investigate allegations contained in an email message sent to the DA's office, area public officials and news agencies and the TBI in May 2012 alleging misconduct by Kingsport police Chief Gale Osborne, according to the release.

The email identified the author and sender of the message as former department employee Jason McLain, but the investigation revealed the information contained in the email was unfounded and created by Carter without McLain's permission or knowledge, the release states.

Carter was released on $1,000 bond and is scheduled to appear in court on Oct. 12.
