Hamilton County commissioners on Thursday appointed local attorney Rob Philyaw to succeed Suzanne Bailey as Juvenile Court judge.
In a vote that was expected to take "multiple, multiple ballots," according to Chairman Larry Henry, commissioners were able to eliminate seven of 10 applicants on the first try -- with no public discussion -- by nominating just three people.
Chester Bankston nominated current Juvenile Magistrate Troy McDougal; Tim Boyd nominated Curtis Bowe; and Jim Fields nominated Philyaw.
After that, Commissioners Joe Graham, Marty Haynes, Henry and Fred Skillern got in step with Fields.
Bailey announced in February she would retire April 30. Philyaw will hold her seat until the term ends in August 2014 and then will have to seek re-election to keep the post.
Immediately after the appointment, commissioners voted to allow Mayor Jim Coppinger to spend whatever funds are necessary to repair the W Road on Signal Mountain.
County Engineer Todd Leamon told commissioners Thursday that recent repairs did not hold and the road has separated and dropped in some areas.
A design to fix the road is expected in the next several days, and repairs are scheduled to begin next week, Leamon said.
