Chip Henderson, Jerry Mitchell, Ken Smith, Jack Benson, Chris Anderson, Moses Freeman and Yusuf Hakeem were leading in their races to be elected to the Chattanooga City Council.
Benson, a longtime member of the council, was leading with about 40 percent of the vote in District 4, but to win outright a candidate must get 50 percent plus one. Any runoff election will be held April 9.
