A crash involving a jack-knifed tractor trailer on Interstate 24 west near the Fourth Avenue exit has partially blocked westbound traffic. TDOT reported that eastbound traffic is also affected with rubbernecking delays. TDOT estimated it would be cleared by 4 p.m.
