Chattanooga teenager indicted on child rape charges

A Hamilton County grand jury has indicted a local teenager on three counts of child rape.

John Allan Raper, 19, of 5236 Dorsey St., was indicted Aug. 28. On Friday, two weeks after the indictment, Raper was booked into the Hamilton County Jail, and he left after posting a $10,000 bond later that day.

According to the indictment, Raper had sex several times with a girl between 3 and 13 years old.

Officers brought Raper to the jail only after he was arrested in Fort Oglethorpe on a different charge. On the evening of Sept. 10, officer Greg Cross said he saw Raper and two other teenagers riding their bikes in the dark on Cross Street.

When the officer stopped the boys to talk, he could smell alcohol on their breaths, he wrote in an incident report. None of them were older than 19. Cross arrested them on charges of underage alcohol consumption.

Raper was booked into the Catoosa County Jail on Sept. 10 and transferred to Hamilton County three days later.
