City and county planners voted today to approve a zoning change to allow a portion of a proposed retail and housing complex in St. Elmo.

But the Chattanooga/Hamilton County Regional Planning Commission was not able to vote on another part of the project in an RTZ zone because of a last-minute change to the project made by the applicant.

The applicants, Paul Teruya of ALC Holdings, LLC and Elemi Architecture, will have to resubmit an application for the RTZ portion of the project.

The decision to either grant or deny the go-ahead for construction now goes before the City Council.

Commissioner Eric Myers, owner of Elemi Architecture, recused himself from the vote.

The applicants are proposing to build a 4-story commercial and apartment complex off of 39th Street.
