TULSA, Okla. - A Tulsa man has been charged with a hate crime in an attack on a woman.

Online court records show 43-year-old Stuart David Manning was charged Friday in Tulsa County District Court with malicious intimidation or harassment. He's also charged with assault and battery and malicious injury to property.

The records do not list an attorney for Manning.

A police report says Manning hit the woman in the head on Dec. 13, stuck a knife in her vehicle's tire and called her a Muslim and a derogatory name.

The Oklahoma Chapter of the Council on American-Islamic Relations has asked the U.S. Department of Justice to file a federal hate-crime charge against Manning.

Assistant U.S. Attorney Joseph Wilson told the Tulsa World that no decision has been made regarding federal charges.
