Nearly a year after a two-car wreck on Rossville Boulevard left a 45-year-old man dead, Chattanooga police have arrested the other driver in the incident and charged him with vehicular homicide, driving under the influence and failure to maintain his lane.

Records show that Christopher James Hinnard, 35, was taken into custody Wednesday on those charges and booked into the Hamilton County Jail.

Hinnard posted bond and no court date is set. Records show this at least the fourth time he has been charged with DUI.

In the hours after the May 11, 2013 crash, authorities said Hinnard was driving a white van north on Rossville Boulevard when he crossed the center line and collided with a black van driven by Allen Phillips.

Phillips was pronounced dead on the scene and Hinnard was transported to a hospital in critical condition.

Records show that Hinnard plead guilty to DUI second offense in 2006 and was charged with another DUI in 2007. He has also faced drug charges in the past.
