The Chattanooga City Council will briefly recess its council meeting tonight if people protesting the grand jury decision in the Ferguson, Mo., shooting enter the council chambers and cause a disruption.

Council Chairman Chip Henderson told council members today in a strategic planning meeting city police informed him there would be protesters organizing at Miller Park.

"If it's disruptive, we will call for a brief recess, and we'll see if we can get the situation under control," Henderson said.

Council members Yusuf Hakeem, Carol Berz and Chris Anderson all voiced some concern about Henderson's announcement.

"I don't know what you would call disruptive, but I would fight for their right to come in and be heard in our normal process," Berz said.

Hakeem also questioned the decision.

"Is it a forgone conclusion that if they came it it would be disruptive?" Hakeem asked Henderson.

Henderson clarified that the recess would only happen if there was a disruption, and any resident would be free to address the commission under the normal process.

Anderson questioned the entire conversation, saying there was no discussion of recess when residents were protesting a previously presented same-sex marriage ordinance.

"I don't recall having this discussion when [Charlie] Wysong and his group were having protests outside. And now we are having it today," Anderson said.

Update at 2:56 p.m. Protesters plan to meet at Miller Park, not Miller Plaza.
