An alleged rape victim is suing the city of Chattanooga after she says the investigating officer harassed her.

Stuart James, the woman's attorney, filed a lawsuit in Hamilton County Circuit Court this afternoon, claiming city authorities should have supervised and trained Karl Fields better. The victim is also suing the city because the police department didn't fire Fields after previous disciplinary issues.

In several interviews last month, the victim told the Times Free Press that Fields tried to sleep with her. She said the officer told her he wanted to masturabte to a video of her having sex with her accused rapist, a video Fields received as part of the investigation.

The victim said she never had sex with Fields, despite his advances.

According to text messages provided to the Times Free Press, a man identifying himself as Fields told the woman he wanted to have a long-term relationship with her even though he is already married. He also asked her for naked pictures.

The woman is suing the city on many counts of negligence and infliction of emotional distress.
