Chattanooga-based Incentium announced Thursday that Rich Phillips will take over as the company's president and CEO.

"I was originally involved in a consulting capacity, and the board asked me to step in as CEO," Mr Phillips said. "I'm thrilled to be able to join Incentium. It's extremely well positioned to service clients, and has a foundation of fabulous people within the organization."

Mr. Phillips replaces Richard Char, who was brought in by venture capital firms Summit Partners and Bridgescale Partners in 2008.

Incentium, formerly VIPGift, is an employee and consumer loyalty company based on Cherokee Boulevard.

Georgia's jobless rate for February rose a tenth of a percent to 10.5 percent from that in January while Tennessee's rate remained unchanged at 10.7 percent.

Georgia's rate was up 1.8 percent from the 8.7 percent recorded in February 2009. Tennessee's was up 1.1 percent from the 9.6 percent rate in February a year ago.

Both the rates for Tennessee and Georgia were higher than the national jobless rate of 9.7 percent in February.
