1. North Carolina, 41.3 percent below the U.S. average

2. Idaho, 36.7 percent below the U.S. average

3. Ohio, 33.4 percent below the U.S. average

4. Maine, 32.8 percent below the U.S. average

5. Wisconsin, 27.6 percent below the U.S. average

6. Tennessee, 27.6 percent below the U.S. average

7. Missouri, 25.7 percent below the U.S. average

8. Iowa, 25.4 percent below the U.S. average

9. Wyoming, 25.1 percent below the U.S. average

10. New Hampshire, 24.1 percent below the U.S. average
