The average American spends 7.3 percent of his or her annual income on energy costs. The cheapest states for energy, both at home and for travel based upon both consumption and the costs of motor fuel, electricity, natural gas and home heating oil, are:

1. Colorado - $244 a month per household

2. Washington -$245 a month per household

3. Oregon -$261 a month per household

4. Arizona - $268 a month per household

5. New Mexico - $274 a month per household
