Under Construction: Downtown waterfront repairs due for completion in April

* Project: Rebuilding of wall and steps at the 21st Century waterfront on Chattanooga's downtown riverfront

* Contractor: Smith Contractors of Lawrenceburg, Ky.

* What's being done: The 1,000-foot portion of the river wall at the 21st century Waterfront at Ross's Landing began sinking into the Tennessee River after the project was first built in 2005 as part of $120 million in waterfront improvements built under then Chattanooga Mayor Bob Corker. After tests detected the problem and work began on shoring up the river wall, the project was expanded to include the repair of the terrace beams not part of original contract.

* Cost: The original repair contract was $5.7 million, but that was increased by $524,131 last year to include additional repairs deemed necessary.

* Original Contract: Repair of the instability of the underwater slope by driving vertical sheet piles with rock anchor rods, to create a vertical stable wall so as to retain the soil and terrace beams.

* Additional work: Repair the bowing terrace beams and the concrete sidewalk and sodded terraces behind the beams.

* Schedule: Originally, the waterfront repairs were to be completed by September 2015. But the added work extended the construction work for at least another four months. It is now estimated to be complete in April.

* Why the delays: High river water above the dock surface cleanup forced the relocation of a repair barge and the original project was expanded to include extra repairs and wall work needed after an initial assessment of the problem.
