Former Chattanooga City Councilwoman Debbie Gaines said she filed her paperwork this morning to challenge Hamilton County Commissioner Warren Mackey for his District 4 seat.
Ms. Gaines chose last year not to run for re-election to her City Council seat.
The deadline for candidates to file paperwork to run in county elections is today at noon.
Every incumbent commissioner except Jim Coppinger will face a primary or general election this year, according to the Hamilton County Election Commission.
