Red Bank's first choice for its city manager position has declined the offer, city commissioners confirmed.

Randy Hemann - longtime executive director of Downtown Salisbury, Inc., in Salisbury, N.C. - turned down the offer this morning, Mayor Monty Millard said.

"He just didn't want to move his family," Millard said. "He said the time was not right for him."

Millard said Red Bank had offered Hemann a salary between $85,000 and $90,000. He is currently making about $87,000 in Salisbury, according to the Salisbury Post.
