Dayton City Council OKs bid for water plant

DAYTON, Tenn. - The Dayton City Council on Monday approved a bid for a new water treatment plant that was lower than officials had expected.

City Manager Frank Welch said the $9.3 million bid from W&O Construction Co. of Livingston, Tenn., "was a lot better than we expected." He pointed out that W&O has done satisfactory work for the city before, and is building a plant with similar technology for another utility district."

Mayor Bob Vincent said the project will replace the existing water treatment plant which "is aged and has deteriorated very badly. It has been for at least six years. This project also will provide additional capacity for the water system."

Welch explained that in addition to the plant the city will need to build a new transmission line to a storage tank, and space for a laboratory and a chemical feed room will need to be constructed. These projects will cost about $3.1 million.

But, he said, the city has a balance of about $5.8 million unused from a bond issue approved in 2012 for distribution system improvements. The city will need to borrow about $5.5 million to complete the new treatment facility, he said.
