Retired Tennessee football coach not guilty of sex abuse by reason of insanity

CLARKSVILLE - A retired Montgomery Central High football coach accused of raping a teenage girl was ruled not guilty by reason of insanity on Thursday in Judge John H. Gasaway's court.

Phillip Carter Horsey, 71, had been charged with rape and sexual battery for performing a sexual act on a 16-year-old girl in March 2011.

The girl had come to Horsey's home to help him and his wife with minor household chores and was using their computer when Horsey came into the room and touched her intimate parts, according to a court order.

The girl disclosed the sexual contact, and Horsey voluntarily spoke with police and admitted he touched her breast but denied touching her private area.
