Rep. Mike Carter-sponsored anti-annexation measure moves forward in Tennessee Legislature

NASHVILLE - Residents of areas set to be annexed by a city would be able to vote up or down on the proposal in a referendum under yet another anti-annexation measure sponsored by Rep. Mike Carter, R-Ooltewah.

The House Local Government Committee approved the legislation on a voice vote this afternoon, despite opposition from the Tennessee Municipal League and members from urban areas.

Carter's bill now goes to the House Finance Committee. It is the second bill of his bills dealing with annexation issues. The first has cleared most major committees but Carter taken it off notice for now in the Calendar and Rules Committee.

That measure requires cities to first annex all areas in their urban growth boundaries before seeking to amend the 20-year plans.
