Convict sentenced in plot to harm TBI agent

MORRISTOWN, Tenn. - A Cocke County man who was indicted along with his mother in a plot to harm a TBI agent, has been sentenced to 11 years in prison.

The Citizen Tribune in Morristown cited federal court documents in reporting that 45-year-old Clayton Carroll Owenby received the sentence on Thursday.

Prosecutors said Owenby plotted with his mother, Kathleen Laws Garrett, to retaliate against Agent Matthew H. Thompson, who he blamed for his state conviction on drug charges. Owenby was convicted in October 2012 in Cocke County Criminal Court of selling oxycodone.

Court documents show evidence of intent to harm Thompson was gathered from telephone conversations between Owenby and his mother -- neither apparently aware jail phone calls are routinely recorded.

Garrett is scheduled to be sentenced on Sept. 19.
