Cruelty to animals charge lodged in Jackson County, Ala.

An investigation into a herd of neglected cattle has resulted in multiple charges against a Jackson County, Ala., man, according to a sheriff's office news release.

Tracy Stephen Skinner, 48, of Pisgah, was arrested Friday on 21 counts of cruelty to animals, nine counts of failure to bury dead livestock and three counts of allowing dead animals to contaminate waterways, according to the release from Jackson County Chief Deputy Rocky Harnen.

The sheriff's animal control and criminal investigations units worked together on the investigation, Harnen said.

Skinner was lodged in the Jackson County Jail on a $16,000 bond.
