The Tennessee Secretary of State's office said provisional ballots cast in the 4th Congressional District will be counted this afternoon. But U.S. Rep. Scott DesJarlais' campaign is declaring victory over challenger State Sen. Jim Tracy, again.

Blake Fontenay, spokesman for the state, said officials were updating the state's website with provisional ballot numbers "as they come in."

But Robert Jameson, spokesman for the DesJarlais campaign, said after some of the provisional ballots were counted, DesJarlais was 38 votes over Tracy.

Saying there were only 22 uncounted ballots remaining, Jameson said "we feel it is statistically impossible for Mr. Tracy to win."

But Tracy's camp says DesJarlais is jumping the gun.

"We are continuing to go through the process. There are still votes to be counted and we want to see that they are," Tracy spokeswoman Stephanie Jarnagin said. "The race has not been certified yet, and we need to see that process through."
