LOS ANGELES - The commissioner of the California Highway Patrol says he was shocked and concerned by video of one of his officers repeatedly punching a woman he had pinned on the side of a Los Angeles freeway.

CHP Commissioner Joe Farrow says the now-viral video has wounded his department, and he vowed to complete an investigation in weeks instead of the usual months.

Farrow spoke at a news conference Tuesday after a two-hour meeting with community and civil rights leaders.

Farrow said the Peace Officer Bill of Rights prevented him from revealing the name of the officer, who has been with the department for a year and a half.

The video shot by a passing freeway driver shows 51-year-old Marlene Pinnock being punched as she lay on the shoulder of Interstate 10.
