The City Council got a special delivery Tuesday - 648 glazed doughnuts with a sugary scent that filled the council foyer as people stopped to stare. Many dared to reach their hands inside and pluck one of Koch's bakery's delights from its box, carrying it with them into the meeting.

Those 54 dozen doughnuts were meant to send the message to City Council to pay attention: the community's sign ordinance is not quite right. Artists and local residents bought the doughnuts after the challenge was made by a Times Free Press columnist when a code enforcer ordered bakery owner Barbara Davis to paint over her flying doughnut mural claiming it was an ad and not art.
