The city closed roads across the Chattanooga area before the sun rose on Wednesday, and began compiling a to-do list of downed power lines and vehicles stuck in the water as heavy rains continued to fall in the Scenic City.

At 6:15 a.m., South Chickamauga Creek was measured at 13.9 feet and rising, according to Chattanooga Police Spokesman Kyle Miller, with a flood stage of 18 feet.

"The creek is expected to rise above flood stage by this afternoon and to 19.5 feet by tomorrow evening," Miller wrote in a news release.

If the creek hits 20 feet, it will close Mack Smith Road, and cause water to go across the Lovell Field Loop and the access road at the airport's north end, he said.

Ruby Falls and the east entrance to the Tennessee Riverpark are also closed.
