Former Coffee County caregiver charged with exploitation of a vulnerable adult

A former Tullahoma caregiver faces two charges of exploitation of a vulnerable adult and one charge of theft over $60,000.

The Tennessee Bureau of Investigation announced today that Robin West Qualls, the subject of an investigation by the agency's Medicaid Fraud Unit, turned herself in to authorities on Thursday. The Coffee County Grand Jury returned the indictments on June 17.

In November 2014, Adult Protective Services and TBI launched an investigation into Qualls, an on-site residential coordinator employed by Centerstone, a not-for-profit community-based health care provider. Agents determined that she took advantage of two residents who relied on her to manage their daily financial affairs.

The investigation alleges that Qualls, who had access to the victims' check books, stole their rent money and other funds between 2008 and 2014.

Centerstone terminated Qualls' employment in 2014.
