The secretary-general of the United Nations, Ban Ki-moon, said that the Syrian government is "responsible" for guaranteeing that U.N. observers will have "full freedom of movement" to monitor a cease-fire in Syria after the recent destructive and deadly shelling in the area.

Do you believe Syria is impressed?

The U.N. secretary-general said: "It is the Syrian government's responsibility to guarantee freedom of access, freedom of movement within the country."

Judging by Syrian officials' behavior in the past, do you believe the Syrian ruler even knows what freedom means - or cares?

The U.N. plans to increase its advance team of unarmed inspectors to about 250 people.

"We will start our mission as soon as possible and we hope it will be a success," the advance U.N. team leader said.

All civilized people hope so.

But an observer said: "The shelling hasn't stopped for one minute."
