Charlotte Blackburn, 98, of Chattanooga, passed away peacefully on Sunday, July 20, 2014, in a local healthcare facility. The body will lie-in-state after 9:30 a.m. today at Taylor Funeral Home with the funeral to follow at noon in the chapel with Pastor Gary Hathaway as the eulogist.
