Charles E. Skinner, 63, of Chattanooga, Tenn., passed away Friday, Sept. 21, 2012 in a local healthcare facility.He was retired from the City of Chattanooga as painter with 21 years of service. He was of the Baptist faith.Survivors include his sister, Mary Skinner and brother, Harold Skinner.Memorial Services will be held on Wednesday, Sept. 26, 2012 at 3 p.m. in the South Crest Chapel of Lane Funeral Home.In lieu of flowers contributions can be made to Hospice of Chattanooga.Arrangements by the South Crest Chapel of Lane Funeral Home and Crematory located at the end of Historic Missionary Ridge, Rossville.
