If he doesn't fight the recall efforts, it will confirm a continuing belief that he doesn't have what it takes to be a tough-minded leader. There are many, of course, who hope he loses the fight.

Tough minded? Try amoral. He unfairly smeared his first opponent to get elected by questioning her religious beliefs.
