Since Early is a senior leader and not some half-cocked freshman maybe there is something to be gleaned from his comments and the dismal record currently plaguing this program.
When I lived in Utah they closed our processing center in the southern part of the state and routed all the mail to Provo, some 250 miles north. There was never any noticeable delay in mail delivery and if I sent a letter to someone in my town it arrived the next day postmarked Provo, Utah, which again, was located 250 miles to the north. Close the Shallowford center and we'll never notice a change in the speed of delivery.

Don't box a lifetime bureaucrat in. They don't understand accountability and it often makes them angry when someone intrudes upon their taxpayer funded cocoon of comfort and invulnerability.
Does anyone really care what Outside magazine has to say about anything? These best and worst lists are a huge joke at best and huge waste of time at their worst. As far as the conservatism and religious piety of the local population infringing on anyone's so-called lifestyle I find that also to be a joke.
