There must be reasons for seeking a superintendent that is not local, perhaps to reduce to bias and prejudice in practices if a local one was elected. That being said, a local superintendent definitely has its benefits too.

That is like urging patients not to pay for their dental implants, then the rest of the patients will suffer because they will have to pay higher fees. It is grossly irresponsible.
This dental blooper must have brought some distress to the family of the man whose dentures got buried, and I would suppose even more grief to the family of the man who died. Paying for the exhumation and offering apologies don’t even come close to justice.
I would think that it is reasonable for such a law to be passed, but of course that would be infringing on people’s free rights. I went to my dentist the other day and he commented that he would never hire a nurse who smokes, just because it would look bad on his dental clinic.
